The Peace Corps shares a unique relationship with the countries and people our community has worked alongside in pursuit of world peace and friendship for more than 60 years bringing together skilled, committed Volunteers with welcoming host communities for service opportunities in more than 60 countries. Volunteers live and work side by side with community members on locally prioritized projects, building relationships, exchanging cultures and knowledge, and helping transform lives.

This position is located within the Office of Volunteer Recruitment and Selection (VRS), Office of Recruitment and Diversity (ORD) and reports directly to the Regional Recruitment Supervisor (RRS). This announcement is for positions in the Northeast and Mid-Atlantic regions.

The Recruiter 5/7 expands Peace Corps program awareness to new markets and recruits qualified applicants for volunteer services in the Peace Corps, including diversity recruitment with responsibilities for the following major duties:

  • Recruitment Planning and Reporting: Develops and maintains a strategic annual recruitment plan in accordance with the National Recruitment Strategy, National Recruitment Calendar, and Annual Recruitment Planning Timeline and Guidance. Updates and maintains the lead and event management system as recruitment plans are executed to provide accurate reporting.
  • Talent Search (Lead Generation): Sources new talent via professional and community organizations, affinity groups, faith-based organizations, college campuses, career fairs, RPCV groups etc. Demonstrates creative sourcing skills using traditional and non-traditional techniques including phone calls, direct sourcing, and networking. Builds, maintains, and leverages networks of key influencers and stakeholders to promote Peace Corps awareness.
  • Lead Engagement, Follow up and Conversion: Identifies and engages with leads that have required competencies for Peace Corps service. Provides guidance on programs and encourages potential candidates to apply where Peace Corps needs them to serve. Uses the lead and event management system to research, identify, track, and engage with qualified leads to convert them into applicants.
  • Campus and Community Partnership Management: Forges relationships with universities and strategically promotes university partnerships. Utilizes formal university partnership programs by: engaging with Peace Corps Prep participants to support their interest in Peace Corps service; leveraging Coverdell Fellows students (RPCVs) to support recruitment activities on campus; and, with guidance from the Office of University Programs, collaborate with campus university coordinators of the partnership programs to gain broad access to students on campus.

  • You must be a US citizen.
  • You must complete a background investigation and be able to obtain and maintain a favorable determination of suitability for a Public Trust position.
  • You must have or be able to obtain, and maintain a valid motor vehicle operator license.
  • You must certify and submit a state of understanding acknowledging adherence to the Peace Corps conditions of employment prior to entry on duty.
  • You must meet all qualifications requirements by the closing date of this announcement.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the level(s) to which you apply.

The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the FP level numbers decrease the pay for the position increases (e.g., the FP-09 is the lowest entry-level pay and the FP-01 is the highest senior-level pay).

To qualify at the FP-07 (or GS-07) level, you must meet one of the following:

  • Specialized Experience: Experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the FP-09 (or GS-05) grade level in the Federal service performing the following duties:
    1. Maintaining relationships with academic, professional, and/or community partners to support on-site recruitment activities where established relationships exist;
    2. Balancing personal workload with consideration for competing priorities, resources available, and deliverable timelines;
    3. Using social and professional networking platforms to promote awareness of an organization and its recruitment events; and
    4. Contacting prospective leads for members, volunteers, or employees to share information about recruitment events for a variety of organizations, e.g., Greek-letter organizations, affinity groups, alumni organizations, civic or social clubs, faith-based organizations, non-governmental organizations (NGOs), branches of the Armed Forces, public or private sector employers.

OR

  • Graduate Education: You must have completed one academic year (18 semester hours) of graduate level education in Human Resources Management, Industrial and Organizational Psychology, Organizational Leadership, International Development, International Relations, or other directly related field demonstrating the knowledge, skills, and abilities necessary to successfully perform the duties of the position.

OR

  • Combination: You must have an equivalent combination of experience and education as described above that meets the total qualification requirements. Noting, only graduate education (education beyond undergraduate study) may be used when combining education and experience to qualify for positions at the FP-07 (or GS-07) grade level.

OR

  • Superior Academic Achievement (SAA): You must have completed all requirements for a bachelor’s a degree in Human Resources Management, Industrial and Organizational Psychology, Organizational Leadership, International Development, International Relations, or other directly related field demonstrating the knowledge, skills, and abilities necessary to successfully perform the duties of the position. AND You must meet ONE of the following:
    • A GPA of “B” (a GPA of 3.0 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
    • A GPA of “B+” (a GPA of 3.5 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.
    • Rank in the upper one-third of your class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
    • Membership in a national scholastic honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society.

GPA’s are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. To qualify at the FP-05 (or GS-09) level, you must meet one of the following:

  • Specialized Experience: Experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the FP-07 or (GS-07) grade level in the Federal service performing the following duties:
    1. Building relationships with academic, professional, and/or community partners to support on-site recruitment activities where new relationships are needed or none exist;
    2. Balancing workload for a team or project with consideration for competing priorities, resources available, and deliverable timelines;
    3. Using digital platforms to reach active and passive candidates, (e.g., social networking, job boards, search engine optimization); and
    4. Generating prospective leads for members, volunteers, or employees in a variety of organizations, e.g., Greek-letter organizations, affinity groups, alumni organizations, civic or social clubs, faith-based organizations, non-governmental organizations (NGOs), branches of the Armed Forces, public or private sector employers.

OR

  • Graduate Education: You must have a master’s degree or equivalent graduate degree, or 2 full years (36 semester hours) of progressively higher-level graduate education leading to such a degree in Human Resources Management, Industrial and Organizational Psychology, Organizational Leadership, International Development, International Relations, or other directly related field demonstrating the knowledge, skills, and abilities to necessary to successfully perform the duties of the position; or a Bachelor of Laws (LL.B.) or Juris Doctor (J.D.)

OR

  • Combination: You must have an equivalent combination of experience and education as described above that meets the total qualification requirements. Noting, only graduate education in excess of one year (18 semester hours) may be used when combining education and experience to qualify for positions at the FP-05 (or GS-09) grade level.

Education

  • Your full name.
  • The name of the college, university, or other educational institution.
  • Your major and degree.
  • The date your degree was awarded/conferred.
  • Your cumulative grade point average (GPA).
  • Any honors you received.
  • The dates you attended the school.
  • A list of the courses you took, to include the total number of credits completed.

Academic degrees must be granted from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. To determine if a school or program is accredited, refer to the Database of Accredited Postsecondary Institutions and Programs.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
